“The villages are dying out,” a farmer named Sami Gortuk says. “The government gives us subsidized fuel. It gives us cheap seeds. It gives us loans for tractors. But our children are moving to jobs in Mersin, to Adana.” http://outofedenwalk.nationalgeographic.com/2014/09/10/the-hinge/
The simple present was used to describe a "permanent" situation and the present progressive was used to talk about an extended present.
When you want to describe something that happens frequently, you can use simple present. Ex: At schools, everybody use nicknames to call each other. But, if you want to describe a situation that is happening right now, use present progressive. Ex: I'm working for Balluff.
